Immigration Draws Comments in Rogers

ROGERS -- The Pledge of Allegiance rang out on Tuesday the loudest it has to date in the new Rogers City Hall when a full house packed the City Council Chambers to talk immigration.
It wasn't on the official agenda, but became the main topic in a 55-minute public input session. Mayor Steve Womack, expecting the discussion, opened by reading a prepared statement in which he announced a plan to train Rogers police officers under a federal program giving them more power when it comes to immigration enforcement.
The Immigration and Customs Enforcement 287(g) program provides state and local law enforcement with training and authorization to identify, process and, if needed, detain illegal immigrants. Womack said he wrote a letter Tuesday to Homeland Security Assistant Secretary Julie Myers asking to approve training for six Rogers police officers. Womack said he would support hiring six new police officers to train under the program.
"My intent is to discourage illegal immigration and its impact on the quality of life we have worked so hard to create in this community," Womack said in a prepared statement. "It is not my intent to hardship any of the many good, law-abiding immigrants who have come to this country to better themselves and their families -- and are making a meaningful contribution to our society."
His comments were followed by a number of comments from the community.
Martin Montes, a Rogers resident, suggested the city not take such drastic action that might ignite racial tension in the city. Instead, he said, the city should "promote understanding" and "proactive discussion." He also encouraged the city to address specific problems by cleaning up neighborhoods, enforcing parking regulations and other code enforcement issues.
Don Bland, representing Just Communities of Northwest Arkansas, which he said had "a mission of promoting understanding and respect between all people," encouraged positive and collective solutions to the immigration issue. His organization is planning what he called "dialogue for solutions" meetings soon and will provide a report to the city by the first of the year on the results of those discussions.
Jim Miranda of Bella Vista said he applauded Womack for wanting to do something about the issue, but he said Womack's response to the shooting of Rogers Detective Brian Culpepper didn't reflect the facts of the case. He presented numbers about arrests in the city in 2005 and the races involved. He said information gathered at the Rogers Police Department shows only 22 percent of the arrests last year involved Hispanics, but the department doesn't track how many of them were illegal immigrants.
"Crime knows no race," he said. "Crime is committed by criminals."
Manny Gomez, representing the local chapter of the League of United Latin American Citizens, encouraged city leaders to sit down with diverse groups in the city and come up with solutions to the problems rather than training police officers in immigration law.
Shawn McGrew of Rogers said his mother was Hispanic and his grandmother was an illegal immigrant. McGrew said he's not necessarily proud his grandmother came to this country illegally, but it made him what he is today. Addressing immigration with local laws is "like putting a Band Aid on a gash," he said.
"We need to get this issue resolved on a national level because that is where the wound is," McGrew said.
Judy Humphreys of Rogers commended the mayor for taking action on the issue. She stressed that legal immigrants are just as welcome in Rogers as she is, but illegal immigrants have broken the law by being here. They shouldn't be provided a free education and free health care, Humphreys said.
Bob Dufor of Rogers said he came to speak about a zoning issue, but felt compelled to also address the immigration topic. Dufor said he lived in Houston before coming to Rogers. There he said Hispanics were called "neighbors" and "friends." He said racial tension that could erupt in the city will mean worse problems than what Rogers is facing now.
Ann Baker of Rogers said she voted for Womack because he pledged to do something about illegal immigration when he ran for office. Baker said those here illegally have "no commitment to this community, to this state, to this country."
Womack said later it will be up to the City Council to approve funding for officers and the training program if the city is allowed to participate in the Homeland Security training program. He also noted there will plenty of time for additional public input and discussion before any action is taken.
MEETING INFORMATION
Rogers City Council
The Rogers City Council on Tuesday approved the following:
Two change orders totaling $42,905 for the Horsebarn Road improvement project.
A $25,000 contract for installation of traffic signals at Pleasant Grove Road and South Eighth Street.
Several planning issues, including rezoning and final plats recommended by the Rogers Planning Commission.
The council also heard the first reading of an ordinance raising sewer rates for customers of Rogers Water Utilities. The rates are recommended by the Rogers Water & Sewer Commission and include an 18 percent increase slated for January and another 11 percent jump in 2008. A final vote on the issue is expected Dec. 12.

BY THE NUMBERS
2007 City Budget
Prior to its regular meeting Tuesday, the Rogers City Council put a tentative stamp of approval on the 2007 budget. The budget is expected to be officially approved Dec. 12.
The regular budget of $29.5 million, which includes $25.3 million in spending in the general fund, was approved without comment.
Some of the additional special expenditures approved and expected to be in the final budget include:
$629,000 for the first year of a two-year drainage manual study for the city
$500,000 for the city trails
$30,0000 for an employee impact or bonus program
$36,000 for enhancement of the city Web site
$705,558 for seven officers, two dispatchers equipment and vehicles for the Rogers Police Department
$218,295 for three firefighters, a fire marshal and improvements to Fire Station No. 2
Other new positions including a code enforcement officer, an inspector and Sunday part-time staff at the Rogers Library.
Issues that had been considered but were voted down Tuesday include:
A $43,000 salary survey for the city staff failed to gain approval with a tied vote of 4-4.
A new position in the City Clerk's Office that would have cost $36,692 next year.
A proposal to include vehicle allowances awarded some employees in their salary rather than as a separate compensation.
