Child Care Worker Accused In Rape Investigation

    SPRINGDALE -- A Springdale day care center employee was arrested Monday in connection with the investigation of the alleged rape of a 4-year-old girl.

    Cesar Monarrez Jr., 18, of 1015 Jefferson in Springdale, a child care provider at Royal Children's Academy, was taken into custody following a four-day investigation into allegations he raped the girl earlier this month while she was under his care, said Springdale Police spokesman Sgt. Shane Pegram. A charge of felony rape is pending and more charges may be filed later, Pegram said.

    The girl was taken to the Children's Safety Center for a forensic interview conducted by an investigator with the Arkansas State Police Crimes Against Children.

    Monarrez remained Tuesday in Washington County Detention Center in lieu of a $100,000 bond.

    " Is it just me or does it seem odd that an 18 year old boy would want to work at a daycare? I am not saying there aren't plenty of respectable youngmen out there but I just find that odd. I hope the child is okay and will be fine in the long run. My prayers are with her and her family. "

    " The director of the daycare was interviewed on the news last night. It was shocking that he had a lackadaisical attitude about this entire matter. He said he felt sorry for the young man and would hire him back if his name was cleared. It entirely explains why they would allow an 18 year old boy to be unsupervised with the kids while they took their naps. Parents, please check out your caregivers and monitor them continuously! "

    " My children were in the class that Cesar "Bubba" was in. He was with my 7 year old son during the winter break from school and with my 2 1/2 year old daughter for the past month. They never had anything bad to say about him (thank god). Part of me wants to believe that he is wrongly accused but I have to have faith that he wouldn't have been arrested if they didn't have the evidence to prove it. "

    " The news report that I saw (40/29tv.com/video/15287308/index.html) stated that the police actually have a video tape, from the cctv system at the day care center, of the unfortunate incident. If covicted, I hope he'll be locked up for a very, very long time!!!! Also, if I had children in that day care center they WOULD NOT be there today, just based on the day care director's reaction (on camera) about the incident. "

    " My son went to that Day care and I never had any problem with it. It is so sad that someone could do something like that to a 4 year old. The news said that the man touched her with his knife. That is frightening. Why would Royal allow the teacher to have a knife?
    As for the director to be so nonchalent about this makes me question the intregraty of Royal Academy. To me it seemed as if he was doubting the child and the video footage that backed what the child said.
    As a working parent, child care is the most important decision I can make. If they take lightly this child's rape then they need to be closed. "

    This boy is sick though. I hope the parents of the daycare take their children out of the center just based on the director's deplorable attitude. I know we live in a country where it's innocent until proven guilty, which I agree with. But when it comes to our children I hold a much higher standard to who I allow even near my child. I hope the little girl never remembers this. "

It is also alarming that a parent would assume that because their child has not complained that nothing has happened to them. Incidents of molestation sometimes don't come to light for many years.     " I reported this young man to the police some time ago for this type of behavior and assault but to a young teen girl. I was told at that time he had been arrested for assault on his father and had anger management problems. Does the state not require a background check? All they had to do was ask and they would have found out he has deep problems, hope the parents come down on that place hard. I would. "

    " it appears now that the daycare is being investigated on how long it took to report the incident. That is amazing to me. In my oppinion they wanted to cover it up! But heaven forbid anything like that happens to my babies, someone will pay. I would go to jail without a doubt. I hope he doesn't bond out. I think all people accused of sexual misconduct with a minor should not be given the option of posting a bond. Now I know not all of the accused are guilty. But that is few and far between. The video tape must have shown something in order for the police to arrest him. The owners are Fine? Now how can that be? How long before these things were reported? I can't imagine them trying to hide something like that. So I don't see how everyone could be fine. If they didn't report this as soon as possible I can assure you it wasn't the child or the employee they were thinking about. Clearly only thinking of themselves and the impact it would have on them. The other teachers, if they did not know what happened I feel sorry for them. If they did know and did nothing about it then I don't think they are fine either. "

    " rhonda4, first my son did go to Royal and I never had a problem there and also I chose to send him there because there was a wonderful man that went there from Coleman's to work there. It is such a dissappointment that something like that would happen there and I am sure that not everyone there would do such a heinous act to a child.
    Cesar Monarrez obviously was arrested with just cause. There are videos that show he placed his hand in her pants! That is a crime!
    I am sickened that it took so long for Royal Academy to handle the situation.
    I hope that after the investigation that they find that they did handle everything correctly BUT if they didn't then they need to be closed.
    Children need to be protected by us against pedophiles and we trust daycares to watch our children and we PAY them to keep them safe.
