Springdale Planners OK Har-Ber Condos
Residents At Meeting Voice No Opposition To Project

SPRINGDALE -- A condominium development at Har-Ber Meadows, once controversial, sped through approval Tuesday at the city Planning Commission meeting.
The Waterfront at Har-Ber Meadows, scheduled for two 16 unit, two story buildings, passed with about 25 residents of Har-Ber Meadows in attendance. None of the residents spoke when Commission Chairman Rick Burrows asked for comment.
The development, revised after an earlier proposal was tabled at the Commission's July meeting, was approved by the Har-Ber Meadows Property Owners Association Board of Directors and the association's Architectural Review Board.
"We reduced the units to 32 total, added covered parking, fencing and landscaping," said Mike Pennington with Pennington Development, the developer of the property.
The development would be built between the Church of Jesus Christ of Latter-day Saints and the Maples, a nursing and rehabilitation center, on Lynch's Prairie Cove. The condominium lot would be adjacent to the rear of single-family residences on Apple Shed Avenue.
The development did not require a zoning change because Har-Ber Meadows is a planned-unit development.
A planned unit development does not have to follow all the minimum requirements of the city. A planned unit development can be approved if the city feels other amenities included with the development make up for the relaxed requirements, such as lot size.
The condominiums will be in an area marked unrestricted reserve on the original submission for the planned unit development.
Har-Ber resident Richard Forbess had made his opposition to the project known to the board, he said. After the board approved the project, he decided to work with the city to make sure the project would follow all the regulations, Forbess said.
The condos would start at $245,000 for 1,100 to 1,200 square feet of space, Pennington said.
"This will be a quality development that Har-Ber will be proud of," Pennington said.
The commission turned down another project, voting unanimously against the rezoning of 32 acres -- on the east side of Silent Grove Road along Interstate 540 and owned by Easy Street Leasing -- from agricultural to neighborhood commercial. The area is adjacent to the proposed U.S. 412 northern bypass, now in the design process.
About 15 residents of the Belmont Subdivision attended the meeting in opposition to the rezoning. The bypass may never be built, said subdivision resident Jeff Slaton. He noted there was no easy access to the area and did not have sewer service.
Springdale Planning Commission
Commissioners, at their meeting Tuesday:
• Forwarded to the City Council an ordinance to require a drawing to be included with variance requests and an ordinance to amend the zoning ordinance to conform with legislation passed to ban open-air sale of animals.
• Approved the rezoning of 4.1 acres on the north side of Arkansas 264 east of Hickory Street from low-medium density single family residential to warehouse district.
• Approved a replat of lots 7 and 8 of Har-Ber Meadows Phase IV.
• Approved a tandem lot at 4392 Reed Ave. The site is outside the city limits but inside the Springdale planning area.
• Approved a final plat for Parker's Place Phase I on the south side of Elm Springs Road and the west side of Oak Grove Road.
• Approved a one-year extension for a large scale development at 4183 Elm Springs Road for a Microtel hotel.
